Measurement is optional and off until a final choice for this tab. Allowing it stores that choice in sessionStorage and loads the provider. Goal calls contain only rr_tool_start plus rr_valid_completed_schedule or rr_bounded_unsat_complete_matchday. The provider may still receive ordinary IP address, browser/user-agent, request time, referrer, and provider cookie or storage metadata. Denial is final for the tab and occurs before provider loading; the interface does not claim to unload an already loaded provider.
